City of God tells the story of Rocket, who grows up in the favellas of Rio. He has little interest in becoming a member of a gang, instead he has a passion for photography. Ultimately it is this passion that proves to be his best chance of an escape route out of the slums, and into what most people would consider to be a "normal" life.

Chickens are being prepared for a meal. A chicken escapes, and an armed gang chases after it in a Favela called the Cidade De Deus ("City of God"). The chicken stops between the gang and a young man named Rocket (Alexandre Rodrigues), who believes the gang wants to kill him. A flashback traces Rocket, the narrator, back to the late 1960s.
