I think both could express regret, hyperslow: but you may be right that the second is a touch more regretful than the first: I wish I had been there (but I wasn't). I wish I could have been there = I wish it had been possible for me to be there (but it wasn't possible).

'I wish I could play the piano' (you desire the ability to do something). 'I wish I could have gone on that trip to London last week' (you regret missing the opportunity).
