These parts of Kelsen's oeuvre suggest that the Pure Theory is driven by the normative ambitions of offering a defence of the rule of law, of democracy, of constitutionalism, and of international legalization. These ambitions cohere in the political ideal of a utopia of legality that is to be spelled out in this book.
