What makes the concept of World Heritage exceptional is its universal application. World Heritage sites belong to all the peoples of the world, irrespective of the territory on which they are located.
World Heritage. The 1972 Convention concerning the Protection of the World Cultural and Natural Heritage recognizes that certain places on Earth are of "outstanding universal value" and should form part of the common heritage of humankind. Rule 13 of the Rules of Procedure of the General Assembly foresees that “the Secretariat shall ask all States Parties, at least three months prior to the opening of the General Assembly, whether they intend to stand for election to the World Heritage Committee” and that “ the list of candidates shall be finalized 48 hours before the opening of the General Assembly”.
