Le New Jewel Movement vise néanmoins à développer ses relations avec le gouvernement soviétique, notamment pour faire figure de relais entre l'URSS et la gauche caribéenne : en juillet 1982, un accord de coopération est signé entre le NJM et le Parti communiste de l'Union soviétique, prévoyant un échange d'expériences et de formations entre les cadres des deux partis.
