Lola ("Hurricane's Gal") has inherited her father's smuggling trade and fierce independence. She falls in love with Steele, a stowaway who is revealed to be a government agent. She takes revenge by kidnaping her rival for Steele's hand but realizes her error. Hydroplanes, destroyers, and schooners participate in a climax in which love conquers.
