Biography. James Brownlow William Cecil was born in 1791. James was the child of James Cecil and Emily Hill. On 22 March 1821 his name was legally changed to James Brownlow William Gascoyne-Cecil by Royal Licence. He succeeded his father as 2nd Marquess of Salisbury, and passed away in 1868. Sources.
