Elisa Maria da Costa Guimarães Ferreira, GCC (born 17 October 1955) is a Portuguese politician and economist who has been serving as European Commissioner for Cohesion and Reforms in the administration of President Ursula von der Leyen since 2019.

Elisa Ferreira is the European Commissioner for Cohesion and Reforms since 1 December 2019. She has a degree in Economics from the University of Porto and a Masters (1981) and a PhD (1985) from the University of Reading, in the UK.
