Cormac and Marianne Wibberley were asked by an executive at Jerry Bruckheimer Films to come in with a idea for the sequel, the duo wrote a first draft, pitched it, and Bruckheimer liked it. In March 2002, it was reported that Ron Shelton was rewriting the script.
