Herbert Steiner received his B.S. in Engineering Physics in 1951 and his Ph.D. in Physics in January 1956, both from the University of California, Berkeley. From 1956 to 1960 he was a research physicist at the Lawrence Berkeley National Laboratory and a lecturer in the Berkeley Department of Physics.
