He was the architect of many major elements of U.S. foreign policy in the Cold War with the Soviet Union after World War II.

As a young man he served as an economic advisor during the Paris Peace Proceedings in 1919. (His uncle Robert Lansing was Woodrow Wilson’s Secretary of State.)
