A chancellor is a leader of a college or university, usually either the executive or ceremonial head of the university or of a university campus within a university system. In most Commonwealth and former Commonwealth nations, the chancellor is usually a ceremonial non-resident head of the university.
Chancellor University was a private for-profit university in Cleveland, Ohio. The school was founded in 1848 as Folsom's Mercantile College to teach basic bookkeeping and business skills. It underwent several changes of name and ownership during its history.

Christopher Francis Patten was born in 1944. He was educated at St Benedict's School, Ealing and Balliol College, Oxford, where he read Modern History and was elected a Domus Exhibitioner. In 1965 he won a Coolidge Travelling Scholarship to the USA. He joined the Conservative Research Department in 1966.
