Howell Cobb (September 7, 1815 – October 9, 1868) was an American and later Confederate political figure. A southern Democrat, Cobb was a five-term member of the United States House of Representatives and the speaker of the House from 1849 to 1851.

Howell Cobb (1815--68) was president of the Provisional Confederate Congress and was a Confederate general in the American Civil War. Born in Jefferson County, Georgia, he studied law and was admitted to the bar. He was a member of the U.S. Congress from 1843 to 1851.
Howell Cobb was born in 1815 in Cobbham (Jefferson County), Georgia. He graduated from Franklin College (now the University of Georgia) in 1834 before studying the law and being admitted to the state bar in 1836. A year later, Cobb was serving as solicitor general of the Western Circuit Court of Georgia, a post he held until 1841.
