Umberto Elia Terracini (* 27. Juli 1895 in Genua; † 6. Dezember 1983 in Rom) war ein italienischer Jurist, Politiker, Mitglied der Kommunistischen Partei Italiens, Parlamentarier und Präsident der Verfassungsgebenden Versammlung der Italienischen Republik.
Umberto Elia Terracini (Genova, 27 luglio 1895 – Roma, 6 dicembre 1983) è stato un politico e antifascista italiano, presidente dell'Assemblea costituente e dirigente del Partito Comunista Italiano.
Terracini was elected Deputy and vice-president of the Constituent Assembly in 1946 and became president after the resignation of Giuseppe Saragat the following year. He signed the Italian Constitution along with the Head of State Enrico De Nicola and the Prime Minister Alcide De Gasperi.
Direttore del settimanale socialista Falce e martello, collaboratore dell ‘Avanti! piemontese, nel gennaio del 1920 fu cooptato nella direzione nazionale del PSI, nella quale si mostrò fortemente critico delle posizioni di Giacinto Menotti Serrati.
Senator Umberto Terracini, one of the oldest and distinguished leaders of the Communist Party in Italy, died in Rome at the age of 88 on December 8, 1983. He was one of the founders in 1921 of the Italian Communist party along with Antonio Gramsci and Palmiro Togliatti.
Umberto Terracini fu un avvocato, dirigente comunista e parlamentare, fondatore del Partito comunista d'Italia e presidente dell'Assemblea Costituente. Perseguitato dal fascismo, fu eletto senatore e presidente dell'ANPPIA, e si occupò di cultura e pace internazionale.
Von September bis Oktober 1944 war er Generalsekretär der Partisanenrepublik Ossola. Nach dem Fall der Republik flüchtete er erneut in die Schweiz.
