His friend Marshall Chess —son of label owner Leonard Chess—had founded Cadet Concept as a younger subsidiary of the Cadet label, and their first release was the 1967 debut by a conceptual group called The Rotary Connection, formed by Marshall Chess with Stepney acting as co-producer and arranger.

Rotary Connection is the debut album of the American psychedelic soul band Rotary Connection. It was released in 1968 on Cadet Concept Records. The album rose to No. 37 on the Billboard 200 chart.

Cadet Concept was established by Marshall Chess in 1967 with the first album by Rotary Connection and issued five albums by the group out of the 18 albums released on the label up until 1970 as well as featuring British band Status Quo, saxophonist John Klemmer and blues legends Muddy Waters and Howlin' Wolf.
