Plot. In Harlem, Manhattan, New York City, ten-year-old Annie Bennett lives in a foster home alongside several other girls under the care of a bitter former member of C+C Music Factory, Colleen Hannigan, who spends her days drinking, trying to snag a sweetheart, and giving various, grueling chores to the orphaned children in her care.
