Charles Bonaparte was born in Baltimore on 9 June, 1851. He was a descendant of Jérôme Bonaparte, youngest brother of Emperor Napoleon Bonaparte. During May of 1905 Theodore Roosevelt approached Bonaparte to offer him a post in the Cabinet, and he replied by letter on the 21st: "I have given very careful thought to your suggestion of Friday last.

He was the son of Jérôme Napoleon Bonaparte (1805–1870) and Susan May Williams (1812–1881), from whom the American line of the Bonaparte family descended, and a grandson of Jérôme Bonaparte, the youngest brother of Emperor Napoleon I. However, the American Bonapartes were not considered part of the dynasty and never used any titles.

Membre du Parti républicain , il est secrétaire à la Marine entre 1905 et 1906 , puis procureur général des États-Unis entre 1906 et 1909 dans l' administration du président Theodore Roosevelt .
