Richard Owen war das sechste und jüngste Kind und der zweite Sohn von Richard Owen (1754–1809) und Catherine Longworth (geborene Parrin, † 1838). Sein Vater war Kaufmann im Westindien -Handel, seine Mutter stammte von nach England eingewanderten französischen Hugenotten ab.
