Frank Theodore Levine wurde am 29.05.1957 in Bellaire (Ohio) geboren. Dort besuchte er auch die Grundschule, bevor er auf das Marlboro College in Marlboro, Vermont wechselte. An der Universität von Chicago erwarb Levine schließlich seinen M.F.A. Biografie. Ted Levine se narodil 29 května roku 1957 v americkém státě Ohio, ve městě s italským jménem Parma. V polovině sedmdesátých let začal navštěvovat Marlboro College and the University of Chicago. Ještě během studií se upsal chicagskému divadlu Reamains Theatre, kde hrál například s Garym Coleem nebo Willem Petersonem.
Ted Levine è nato a Bellaire, figlio di Charlotte Virginia (Clark) e Milton Dmitri Levine, entrambi medici e membri dei Physicians for Social Responsibility (PSR). Il padre di Levine era di origini ebraiche russe, mentre sua madre aveva un'ascendenza gallese. Cresce a Oak Park e nel 1975 si iscrive al Marlboro College.
