Rees-Mogg was born in Hammersmith, London, on 24 May 1969, the younger son of William Rees-Mogg (1928–2012), who was editor of The Times newspaper and was made a life peer in 1988, and his wife Gillian Shakespeare Morris, formerly his secretary, daughter of Thomas Richard Morris, a lorry driver, car salesman, local government politician, and Conservative mayor of St Pancras in London.
Thomas Rees (born 11 September 1984) is an ex-international rugby union footballer who played flanker for London Wasps and represented England at senior, Under-21, Under-19, Under-18 and Under-16 levels as well as sevens. He announced his retirement due to persistent injuries on 10 March 2012.

Rees Thomas changed rugby football codes from rugby union to rugby league when he transferred from Devonport Services R.F.C. to Swinton, he made his début for Swinton against Dewsbury on Saturday 17 September 1949, and he played his last match (in his second spell) for Swinton against Widnes on Wednesday 27 April 1960, he transferred from Swinton to Wigan at the start of the 1956–57 season.
Rees Thomas. Rees Thomas (1882–14 June 1926) was a Welsh international rugby union back row player who was utilised usually as a flanker or Number 8. Thomas played club rugby for Pontypool and county rugby for Monmouthshire. He won eight caps for Wales and played between 1909 and 1913, representing Wales during two Triple Crown winning seasons.
