Zwar hatte er den Kirchenstaat verloren, als im September 1870 italienische Truppen Rom besetzten und eine Volksabstimmung sich für die Vereinigung des Kirchenstaates mit Italien aussprach. Aber die geistliche Herrschaft der Päpste hatte er neu erfunden.
