It's said that he's speed is literally infinite and that causes a new universe. Except Made In Heaven isn't particularly fast on its own, but simply appears that way to other stand users during the accelerated time. This is never stated as far as I’m aware but if pucci resets the universe and stops the acceleration before Giorno gets GER, say beginning of part 5, and then attacks him would giorno still have GER? The universe is unable to handle time going out of balance so it collapses in on itself and resets completely. Those who died during or before the reset come back as someone else with a reincarnation but those who lived would transfer over.
