On February 4, 1861, delegates from the first seven secessionist states met in Montgomery, Alabama, to proclaim the birth of the Confederate States of America. In his Inaugural Address, Lincoln affirmed that, as the Constitution required, he would see that the laws were faithfully executed throughout the Union.
