Count Kiyoura Keigo (清浦 奎吾, 14 February or 27 March 1850 – 5 November 1942) was a Japanese politician. He was the Prime Minister of Japan in 1924, during the period which historians have called the "Taishō Democracy".

Government official, statesman. Born in Kumamoto, the son of a Buddhist priest. He went to Tokyo and started working for Saitama Prefecture. In 1876, he entered Shihosho (the Justice Ministry) .
Kurz nach seinem frühen Tod im Dezember 1892 initiierten Yamagata Aritomo als Präsident des Geheimen Staatsrates und Kiyoura Keigo als Vize-Justizminister unter Höhns 553 Schülern eine Spendenaktion für einen drei Meter hohen Gedenkstein, der 1894 im Mimeguri-Schrein (in der Nähe des heutigen Sky Tree) eingeweiht wurde.
