Jakob Gijsbert (Jaap) de Hoop Scheffer (* 3. April 1948 in Amsterdam) ist ein niederländischer Politiker ( CDA) und Diplomat. Jakob Gijsbert (Jaap) de Hoop Scheffer (uitspraak ⓘ; Amsterdam, 3 april 1948) is een Nederlands oud-politicus van het CDA en oud-diplomaat. Hij was partijleider en fractievoorzitter in Tweede Kamer van 1997 tot 2001, minister van Buitenlandse Zaken van 2002 tot 2003 en secretaris-generaal van de NAVO van 2004 tot 2009.
De Hoop Scheffer is known for his abilities as an effective negotiator and skilful manager. De Hoop Scheffer was granted the honorary title of Minister of State on 22 June 2018 and as of 2024 continues to comment on political affairs as a statesman.
