Élu président du tribunal criminel de l’Eure en 1791, député à la Convention, il siège avec les girondins et s’oppose farouchement à Robespierre. Il dénonce les auteurs des massacres de septembre 1792 et, dans le procès du Roi, vote pour la mort, l’appel au peuple et le sursis.
