History. Oak Bluffs was settled in 1642 and officially incorporated as Cottage City in 1880. Before this time, it was a part of Edgartown. Even then, Oak Bluffs was a mecca for tourists and did not focus on industry as the other towns did. Oak Bluffs also became a center of the 19th century Methodist movement.
