Frank Theodore Levine wurde am 29.05.1957 in Bellaire (Ohio) geboren. Dort besuchte er auch die Grundschule, bevor er auf das Marlboro College in Marlboro, Vermont wechselte. An der Universität von Chicago erwarb Levine schließlich seinen M.F.A. (Master of Fine Arts) und machte sich in den 80ern am dortigen Steppenwolf-Theater bereits früh einen Namen, bevor er für den Film entdeckt wurde.
