Henry Wellesley, 1:e baron Cowley, född den 20 januari 1773, död den 27 april 1847 i Paris, var en brittisk diplomat, far till Henry Wellesley, 1:e earl Cowley och Gerald Valerian Wellesley, yngste bror till hertigen av Wellington.

In January 1828, Wellesley was created Baron Cowley, of Wellesley in the County of Somerset, due to his brother Wellington's influence with the prime minister, Lord Goderich. His final diplomatic service was in Paris , where he served as British ambassador to France during Robert Peel's administrations in 1835 and 1841–46.
