A Vermonter who had traveled to California when gold was discovered there, he had become wealthy as a San Francisco attorney—later increasing his wealth as a railroad financier. Frederick Billings (1823-1890) was born into a farming family on September 27, 1823, in the small Vermont town of Royalton. He grew up in Woodstock, attended prep school in Meriden, New Hampshire, and matriculated at the University of Vermont.
Frederick Billings made a name for himself during the gold rush, eventually becoming California's first Attorney General. Billings purchased one of the original twelfth interests in the Northern Pacific Railway and served as its president.
