Jean Van Houtte est un homme politique belge social-chrétien né à Gand le 17 mars 1907 et décédé à Bruxelles le 23 mai 1991. Docteur en droit, il enseigna à l'Université de Gand et à l'Université de Liège. Il fut directeur de l'Institut belge des finances publiques et sénateur PSC-CVP de 1949 à 1968.
Andere activiteiten. Van Houtte werd lid van de Koninklijke Vlaamse Academie van België voor Wetenschappen en Kunsten en werd er voorzitter. Hij was verder: voorzitter van de Raad van Bestuur van de Academia Belgica in Rome. Onmiddellijk na zijn emeritaat en tot in 1983 werd Van Houtte directeur van de Academia Belgica in Rome.
