In late 1994 Morse decided to start his own band and formed H 2 O in the Lower East Side of Manhattan with Rusty Pistachio and Eric Rice.
So machte er sich zusammen mit dem Gitarristen Rusty Pistachio 1995 auf die Suche nach weiteren Bandmitgliedern, die in Form von Bassist Eric Thrice, Schlagzeuger Todd Friend und Todd Morse, dem Bruder von Toby, gefunden wurden.
Initially during the soundchecks and then at their shows, Morse would join the group to perform the song "My Love is Real". By then, along with his friends Rusty Pistachio and Eric Rice, he formed H 2 O, playing their first show in December 1994. They became part of the New York hardcore scene.
