Vladimir Ljotić, Dimitrijev otac, bio je srpski konzul u Solunu (u dva navrata) te predsjednik općine Smederevo i narodni zastupnik u srpskom parlamentu. Osnovnu je školu završio u Smederevu, gdje se upisao i u gimnaziju.
Nakon diplomatske službe Vladimir Ljotić je nastavio da se bavi politikom, bio je predsednik smederevske opštine i narodni poslanik. Bio je jedan od deputata koji su 1903. u Ženevi pozvali Petra Karađorđevića da preuzme srpski presto. Od 1904. godine do 1909. godine ponovo je bio konzul u Solunu.
