Elton William Gallegly (born March 7, 1944) is a former U.S. Representative from California. A Republican, he last represented California's 24th congressional district. He previously represented the 23rd and 21st Districts, and served from 1987 to 2013. He did not seek re-election in 2012.
The Gallegly amendment was introduced by Representative Elton Gallegly to the Illegal Immigration Reform and Immigrant Responsibility Act in 1996. Its purpose was to allow states to deny public education or charge tuition to aliens not lawfully present in the United States, despite the Supreme Court decision Plyler v.
