On 3 January 1919, Viktor Bilash convoked an insurgent congress at Polohy, during which forty delegates from the insurgent units resolved to reorganize their detachments and elected an operational command, with Bilash heading it as chief of staff. [11]
Viktor Fedorovych Bilash (Ukrainian: Віктор Федорович Білаш; 1893 – 24 January 1938) was the Chief of Staff of the Revolutionary Insurgent Army of Ukraine (RIAU) under Nestor Makhno. [1] He became its commander in chief after Makhno went into exile.
Viktor Bilash was in charge of organizing the army. Bilash developed the structure of the RIAU, which consisted of four corps (three active and one reserve), each built from a number of divisions, which were in turn divided into regiments, battalions, companies and platoons.

The Bolshevik–Makhnovist conflict was a period of political and military conflict between the Ukrainian Soviet Socialist Republic and the Makhnovshchina, for control over southern Ukraine. The Bolsheviks aimed to eliminate the Makhnovshchina and neutralise its peasant base.
In his memoirs, the Makhnovist chief-of-staff Viktor Bilash wrote about a number of the slogans used on the flags of the Makhnovshchina, including: [2] "Always with the oppressed against the oppressors" ( Army )
