Licenciouse en Xeografía en 1970, e a partir dese ano traballou para o Ministerio de Obras Públicas. Licenciouse de novo, desta vez en Dereito, en 1985 e traballou como asistente do Partido Popular Europeo entre 1986 e 1994 .
