United States Objectives and Programs for National Security, better known as NSC 68, was a 66-page top secret U.S. National Security Council (NSC) policy paper drafted by the Department of State and Department of Defense and presented to President Harry S. Truman on 7 April 1950.
NSC-68 was a 1950 document that concluded that the US needed to build up its political, economic, and military strength to counter the Soviet Union's expansionism and nuclear capabilities. It recommended a massive program of research, development, and cooperation with other free world nations to deter war and prevent isolation.
In April 1950 United States president Harry Truman received National Security Council Report 68, later shortened to NSC-68. This 58 page report urged measures to support the containment of aggressive Soviet communism, including increased defence spending and aid to America’s allies:
NSC-68 outlined a variety of possible courses of action, including a return to isolationism; war; continued diplomatic efforts to negotiate with the Soviets; or “the rapid building up of the political, economic, and military strength of the free world.”
