The three older DLC (Shadowkeep, Beyond Light, Witch Queen) are unlocked for all players until the next expansion (Final Shape) releases June 4th. After that everything tied to them (activities, gear, quests, sub class) will be locked again unless you buy them. You get to keep all gear though.
