Elisa Maria da Costa Guimarães Ferreira, GCC (born 17 October 1955) is a Portuguese politician and economist who has been serving as European Commissioner for Cohesion and Reforms in the administration of President Ursula von der Leyen since 2019. She previously served as vice-governor of the Bank of Portugal from 2016 until 2019.

27. Aug. 2019 · Portugal has chosen deputy central bank Governor Elisa Ferreira as its nominee for the European Commission, Lusa news agency reported Tuesday. The news was confirmed by Portuguese diplomats. Prime Minister António Costa has informed Commission President-elect Ursula von der Leyen of his choice, the agency said, citing sources in Costa's Cabinet.
Elisa Ferreira is the European Commissioner for Cohesion and Reforms (1 December 2019 onwards). Before that, she was Vice-Governor of the Bank of Portugal (‘Banco de Portugal’). She joined the bank in June 2016, becoming Vice-Governor in September 2017.
