W latach 1994-2001 był członkiem Unii Wolności. Jeden z twórców Platformy Obywatelskiej RP. Dwukrotnie - w latach 2001-2003 i 2004-2010 - był jej sekretarzem generalnym, a w latach 2010-2013 wiceprzewodniczącym partii. W latach 2009-2010 pełnił też funkcję szefa klubu parlamentarnego PO.
