For twenty years, Heydar Aliyev has been a deputy of the Supreme Soviets of the USSR and the Azerbaijan SSR, and for five years, worked as a first deputy chairman of the USSR’s Council of Ministers.
In 1976, Heydar Aliyev was a candidate to the Political Bureau of the Central Committee of the Communist Party of the Soviet Union, and was elected as its member in December 1982 and then appointed as First Deputy Chairman of the Cabinet of Ministers of the USSR.
