Isaac Toucey was born in 1796 in Newton, Massachusetts. He studied the law, was admitted to the state bar in 1818, and then established a law practice in Hartford, Connecticut. From 1821 to 1835, Toucey served as prosecuting attorney for Hartford County before being elected to the United States House of Representatives.
The years of 1835-1839 saw Isaac Toucey serving as a Democratic member of the U.S. House of Representatives. He was not re-elected in 1838, and he returned to Hartford. There he practiced law until 1842, when he was elected to another two-year term as state’s attorney for Hartford County.
