Joseph Lawton Collins wurde am 1. Mai 1896 in New Orleans (Louisiana) geboren. Er studierte zunächst von 1912-1913 an der Staatsuniversität von Louisiana, entschied sich dann aber für den Offiziersberuf und absolvierte die Militärakademie Westpoint (1917), später die Generalstabsschule (1933) und das Armee-Kriegskollege (1938).
