Jakob Gijsbert (Jaap) de Hoop Scheffer (* 3. April 1948 in Amsterdam) ist ein niederländischer Politiker ( CDA) und Diplomat. Hij was partijleider en fractievoorzitter in Tweede Kamer van 1997 tot 2001, minister van Buitenlandse Zaken van 2002 tot 2003 en secretaris-generaal van de NAVO van 2004 tot 2009.
