On June 21, 2000, FSIS Compliance Officers Jean Hillery and Tom Quadros and California Senior Investigator Bill Shaline were shot shortly after they arrived at a USDA-inspected sausage establishment in San Leandro, California.
On Wednesday, June 21, 2000, four inspectors arrived at the factory for an inspection and to cite Alexander for illegally operating his factory. Jean Hillery, 56, and Tom Quadros, 52, were compliance officers from the U.S. Department of Agriculture.
