John Penn was the older son of Richard Penn the elder and the grandson of Pennsylvania’s founder, William Penn. He served as lieutenant governor of Pennsylvania from 1763 to 1776, when he returned to England to take over his proprietary inheritance. He was also a trustee of the University of Pennsylvania from 1764 to 1779, when he became its president from 1774 to 1779.
