Er wurde von einem Gremium internationaler Finanzexperten unter Vorsitz des amerikanischen Industriellen und Diplomaten Owen D. Young, der dem Plan den Namen gab, vom Februar bis Juni 1929 in Paris ausgehandelt. Die endgültige Ausformulierung erfolgte auf zwei Regierungskonferenzen im August 1929 und im Januar 1930 in Den Haag.

18. Mai 2018 · Owen D. Young (1874-1962), American industrialist and monetary authority, authored financial plans for Germany after World War I. Owen D. Young was born Oct. 27, 1874, on a farm near Van Hornsdale, N.Y. At the age of 16 he entered St. Lawrence University and in 1896 took his law degree cum laude from the Boston University Law School.
Owen D. Young never forgot about his community roots. In 1930, he built the Van Hornesville, New York, Central School to consolidate all the small rural schools near his hometown and improve primary education. Young wanted the school to be a model of city and country advantages for rural education.
