Philippe Séguin (21 April 1943 – 7 January 2010) was a French political figure who was President of the National Assembly from 1993 to 1997 and President of the Cour des Comptes of France from 2004 to 2010. He entered the Court of Financial Auditors in 1970, but he began a political career in the Neo-Gaullist party RPR.

Conseiller référendaire à la Cour des comptes, élu député en 1978, maire d'Épinal de 1983 à 1997, Philippe Seguin est ministre des affaires sociales et de l'emploi du 20 mars 1986 au 10 mai 1988. Il est Président de l'Assemblée nationale du 2 avril 1993 jusqu'à la dissolution du 21 avril 1997.
Philippe Séguin vote contre les lois du 13 juin 1998 d’orientation et d’incitation relative à la réduction du temps de travail et du 15 novembre 1999 relative au pacte civil de solidarité. Il vote en revanche pour le projet de loi constitutionnelle du 8 juillet 1999 relative à l’égalité entre les femmes et les hommes.
