Pius XI. leistete den Verzicht auf den Kirchenstaat, indem er mit dem Königreich Italien 1929 die Lateranverträge abschloß. Somit wurde er zum Gründer des Vatikanstaates, der bewusst nur ein Minimum an staatlicher Eigenexistenz darstellen soll, damit das Papsttum künftig nicht als Teilnehmer weltlicher Politik wahrgenommen werden kann.
