One quick way of doing it would be to use a filter to get the outline of the object/text, use erode/dilate to thicken it a bit and then use a FastNoise to affect the result. Then merge it back with the original. Not quite as good as Roughen Edges, but with a bit of tweaking you may get something that suits your purposes.
